Jammu and Kashmir government initiates inquiry against IAS topper Shah Faesal over his 'rapistan' tweet; check out what he had said
Jammu and Kashmir government has initiated a departmental inquiry against 2010-batch IAS topper Shah Faesal for his April 22 tweet in which he had made a sarcastic comment over the rape culture. He attached patriarchy and porn to the rise of rape incidents.
Taking a dig at rape incidents, Faesal had said “Patriarchy+Population+Illiteracy+Alcohol+Porn+Technology+Anarchy = Rapistan!”
Faesal, who was the Managing Director of Jammu and Kashmir State Power Development Corporation, had got first rank in the civil services exam. He is the only Kashmiri to have done so. Faesal is presently on leave from the governmental job and is a Fulbright scholarship to the US.
On Tuesday, Faesal put out an image of the letter that he received by email with a comment that reads “Love letter from my boss for my sarcastic tweet against rape-culture in South Asia. The Irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience. I’m sharing this to underscore the need for a rule change.”

“The department of personnel and training, Government of India, a copy of communication along with its enclosures, in which several references have been made by you in which contents are prima facie in contravention of the extant provisions of all India services (service rules),” reads the letter he put out on Twitter.
The letter further states that the Government of India has ordered the J&K General Administration Department to initiate an inquiry into Faesal’s tweets since he “allegedly failed to maintain absolute honesty and integrity” in discharge of his official duty.
Reacting to the inquiry, Faesal was quoted by the Indian Express as saying “It’s nothing but bureaucratic over-enthusiasm…I don’t think this warrants any action. Rape is not part of government policy that criticism of rape would mean criticism of government policy and invite action.”
