The monsoon showers that lashed Delhi this morning did not spare the US Secretary of State John Kerry, who is on his fourth visit to India.
The US leader has been having a difficult time with the city's traffic since the time he landed. His convoy was stuck at Satya Marg in Lutyens Delhi for an hour on 29 August due a "spillover effect" owing to waterlogging in the main carriageways.
On 31 August, Kerry interacted with the students of the Indian Institute of Technology, Delhi. However, Kerry's visit to IIT Delhi was delayed by an hour due to massive traffic jams caused by heavy rains.
On his arrival, Kerry joked with the students, asking them if they used boats to reach the venue. He further went on to salute the participants of the programme for being able to make it to the venue.

However, the US leader cannot be blamed for joking about Delhi's horrific waterlogging conditions. These pictures are proof enough to validate John Kerry's remark.
