After one BSF Jawan was killed in the Baramulla attack, SSP Imtiaz Hussain, on 3 October, said that terrorist used civilians as a shield and hence they were unable to retaliate properly.
Terrorists attacked the headquarters of 46 Rashtriya Rifles on Sunday night. Hussain added that the area was civilian and they couldn't retaliate properly due to the apprehension of civilian casualties in the dark.

Search operation were launched to apprehend the terrorist.
ANI quoted Imtiaz Hussain as saying, "They used civilians as shield as it was a civilian area, we could not retaliate properly and they fled. Terrorists managed to escape as it was dark and the army couldn't retaliate effectively due to the apprehension of civilian casualty."
